Minutes from the Ingleby Barwick Town Council
Policy Committee Meeting held at
6:00pm on Thursday 24th June 2021

Present: Cllrs J Irwin (Chairman), J Emmerson, M Patterson.

In attendance:J McGeeney (Town Clerk) and Andrew Duffell (via Zoom)

  1. Housekeeping: The Chairman advised those present of the emergency escape procedures. It was requested that mobile phones be switched to silent. If a call was received and had to be taken Members were politely requested to leave the room.

  2. Apologies for Absence: Cllrs Barnes and Rutland

  3. Declaration of Interests: None

  4. Workplan and Review Progress: The Chairman produced a draft template which would be used with existing and future policies. The following policies were updated as detailed:

    1. Delegation Scheme – Cllr Patterson had worked through committee roles and responsibilities with the Town Clerk. A copy of the amended Delegation Scheme was to be circulated to all Councillors prior to consideration by Town Council.

    2. Privacy notice for the website – Cllr Irwin to amend and circulate to circulate to all Councillors prior to consideration by Town Council.

    3. Communications Policy – Cllr Irwin to incorporate the Communications Policy into the policy template prior to consideration by Town Council.

    4. Social Media Policy – Cllr Emmerson had drafted a Social Media Policy and circulated to Policy Committee Members. A few amendments had been highlighted which would be incorporated into the new policy template.

    5. CCTV – Cllr Irwin was to take advice from Stockton Borough Council’s Monitoring Officer.


  5. Development of New policies: Following the request to the Town Council, a Flag Flying Policy was to be developed. Policies from other Town Councils had been submitted for the Town Council to consider. The Town Clerk had undertaken research from other local Town and Parish Councils as to their policies and would develop a policy for Ingleby Barwick Town Council. The Town Clerk presented Government guidance on the flying of the Union flag from UK Government buildings, this would apply from the summer. A further report would be presented prior to being presented to Town Council.

    In respect of grants and donations it was felt that the current policy showed no distinction between individual and group applications. Cllr Patterson offered to update and present to Members.

    Press and Media Policy.- following recent press articles it was felt that the Press and Media Policy should be brought forward within the work programme. Cllr Irwin to action.

  6. Date of Next Meeting: The next meeting would be held on Thursday 29th July 2021 at 6.00pm.
